I think this is a good point. We've done this with the groktoolkit last 
week - it depends on the ZTK (particular revisions for stability, we'll 
be updating them manually).

That said, we will be putting a complete version list in people's 
projects when they install Grok using grokproject. The reason for this 
is so that people can run offline buildouts. We've been doing this with 
Grok's own version list for a while. We need to figure out how to do 
this technically, and it *may* involve duplicating at least the version 
list somewhere in Grok, but I hope we can find a way to avoid this.
