So the first step would be ask the Zope developers about their
opinion for switching to a DVCS (and if yes, to which one). This
could be accomplished through an online survey. The foundation
comes into the game after the result of the survey are on the table
when it
comes to the hosting part.

Another thing I would like to point out: there are a lot of
installations and developers outside the well-known Zope community
working with SVN checkouts for a variety of reasons. By switching to
a different VCS we might break existing installations and workflow..
we must be careful in order to do not anger our clientele.
