I think there are two things to be distinguished:

1) a clear release documentation about the things that have
   changed for the mortal user (e.g. through a "What's new"
   document as Hanno Schlichting has written for the current
   Zope 2.12 release). The "low-level" releases are not much helpful
   for the average developer - especially with the Zope 3 components
   and their individual lifecycles.

2) a regular "what's going on right now" excerpt from the ongoing
   projects and activities. This requires a lot of manpower - either
   on a voluntary basis or on paid basis (we tried this approach
   some time ago for the DZUG - but it failed for some reasons).
