[Grok-dev] Permissions-tutorial in SVN

Hi there,

I fiddled around a bit with Luis' permission tutorial and put it into
the repository. I also added it to grok2html.py, so that subversion
users can generate a HTML version of it.

I hope, this way it won't be 'forgotten' easily.

I did *not* link it into the mini-tutorials link-section yet, because I
think the FIXMEs should be killed before and thus recreating the web
pages should not yet result in links to the new tutorial.

Luis, I just did a few(!) layout changes and added a short paragraph
about the changed permission directive/component. If you don't mind, I
might fill the FIXMEs with some text as well. If you have changes, you
want to have checked in, please tell!
