They are not 'implicitly GPL'. That is a concept that does not exist.
Everything is covered under whatever license its copyright holder
chooses. If no license is specified then code does not automatically
become GPL just because it happens to be in the Plone collective.

Perhaps you are thinking of Plone core code which is owned by the Plone
Foundation and is stored in a separate repository (the plone
repository). That code is indeed licensed under the GPL.
