I think typically you'd want to add things to configure.zcml in a 
package instead of buildout.cfg, as you are setting up a dependency 
relation that is reflected by the configure.zcml. Note that in the 
current Grok trunk such fiddling will normally not be necessary anymore 
if at least your setup.py has the dependencies right, as the ZCML will 
be included automatically. That said, Storm is one exception to this, as 
last I checked its configure.zcml is actually in a sub-package, 
somewhere that the autoinclude mechanism doesn't look.
