[Grok-dev] Grokui and the security notifier

Kathy, this bonfire was about the "server" page of the admin ui, where
you can set security preferences and messages and notification, etc...
Whatever : I removed the dependency by creating the utility when the
functionality is enabled.

Guys (martijn, j-w ?), do you think this is OK ?
