Hi there,

I can confirm that with a manually installed distribute and then a 
easy_install installed virtualenv , the problem doesn't occur. It's 
probable it also won't occur with a manually installed setuptools either.

I reported an issue about it on launchpad:

Volunteers are very welcome to see whether they can't fix 
z3c.autoinclude so it really really doesn't look in system packages, 
except for packages such as setuptools that are actually installed in there.
