[Grok-dev] zope.app.appsetup and error reporting utility

Hi Sylvain, Christian,

I have something called "grokcore.error" now. I will move this to github 
soon (it is still in our internal repo). Sylvain had a look already and 
made some comments.

When pushed to github, I can explain the thinking for this package.
