[Zconfig] ZConfig trunk change

I've just re-arranged the trunk of the ZConfig tree a bit.  Instead of having 
the ZConfig/trunk/ directory in Subversion contain the implementation of 
ZConfig, it now contains support files and a directory containing the 
implementation.  Tags, of course, are not affected.

If you're using an svn:external to refer to the ZConfig trunk, you'll need to 
update the external to use the URL:

    svn://svn.zope.org/repos/main/ZConfig/trunk/ZConfig

I hope this doesn't cause excessive heartache.  This should make it easier to 
deal with ZConfig for packaging purposes, since non-code aspects are no 
longer mixed in with the implementation.
