I like the idea of organising the Zope community with a hierarchy based on 
activities and projects people are involved in.
I think you don't need specific groups for 'DTML Programmers' and 'Python 
Programmers' though. The former match with all Zope users excluding newbies, 
and the latter nearly match with Product Developers.

So for my own understanding, we could have as communities :

Zope Core Developers
Product Developers (composed of the respective Product developers 
communities, like Squishdot developers, PTK developers, ...)
Zope Users (composed of the respective users groups, like Newbies, 
Documentation Contributors, Zope Hosting Users, ...)
Python SIG Members
ZDP-Tools Developers
ZDP-Tools Users

The hierarchy will even go deeper than that because you have ZBook community 
wich is part of Documentation Contributors.

This hierarchy mapping is a powerfull feature.
