There is an implementation of the Observable interface already in OFS:

  $SOFTWARE_HOME/lib/python/OFS/DefaultObservable.py.

As soon as I squish some irritating 0.9.0 bugs, I intend to begin work
on an "event channel" for the portal, which provides for a more
decoupled
implementation of Observer.  My proposal for the channel is at:
