[Zope-CMF] Restrict immediate reply

Well if you are sure the member you log in with doesn't have Manager 
permissions, then I guess you need to go into actions_workflow and check the 
default is Simple Review / Publish Policy. I myself haven't had any 
experience changing the workflow, so I guess I'm kinda useless here ;-)
