It's a method of DublinCore.  The best place for documentation of this
kind of thing at the moment is a servce's interface definition:

  CMFCore/interfaces/DublinCore.py

Quick thought: it would be easy enough to write a script to HTML-ize
the interfaces and their doc strings.  Didn't Dieter do something like
this?
