I was under the impression that you could already do that -- If you go
to the Properties tab of the portal_skins tool, you can create a new
Skin selection, and then specify which folders comprise a skin, along
with the order in which the folders should be searched.

In fact, your example of how you could define skins based on other skins
is exactly how it is done right now...
