[Zope-CMF] Workflow first cut is ready

Ok, a first cut at the much discussed web-configurable workflow is now
ready.  It's open source.

You'll need the very latest CMF CVS to make full use of it.  I wrote a
little documentation but I think you'll get the most mileage by
exploring the default workflow first (see doc/basics.stx).  Try it out
then tell us all what's good, bad, strange, elegant, missing, and just
right.

BTW I'm glad we had the conversation this morning.  To summarize:

- DC, although an open source company, carefully considers the
distribution for each project.

- If DC is ever considering creating a closed source product but wants
community input, it must say so up front.

- Core components want to be open sourced.  End-user applications have
to be considered more carefully.

- The PTK/CMF community has indeed assisted in the creation of this
workflow tool and it would be ungrateful to keep it within DC.

- The words "closed" and "source" together can really scare people! :-) 
This mistake in the development process (that is, not talking early
about keeping the source closed) should not be regarded as any kind of
trend away from OSS.  Quite the contrary; things are getting better all
the time because of the growing community.
