Yes, it is intended: the security check is done inside MKCOL by doing
a _verifyObjectPaste.  I wasn't sure about submitting this to the
collector, because:

 - Perhaps a MKCOL_factory is more appropriate?  It'd be good to have
   some input on this.  I thought not because I simply couldn't
   envisage a scenario where one would want anything other than the
   current folder type to be created, but perhaps that's not a good
   enough reason...

 - Although it's a zope issue, it's only relevant to the CMF at the
   moment.  So I thought feedback from this list would be a good idea,
   first.
