Did you go through all the installation steps?  The absence of state_email
settings on the configure form will happen if the collector_issue_workflow
isn't completely hooked up.  (I realize that the number of collector
installation steps is too large - unfortunately, in the absence of
something like Zope3 configuration files, manual intervention is the way
it's going to have to be...)
