This is a policy issue: in some workflow-based sites, folder owners
should not be able to create un-reviewed resources by using copy-paste
to clone reviewed content.  Even moving reviewed content using
cut-paste might violate such a site's policies (e.g., it could
break links from other pages).   This is too tricky to handle via
a simple bugfix in the core;  fortunately, the 'folder_paste' skin
method is customizable, so that the site manager can make it
enforce whatever policy is needful ('folder_delete' should be
tweaked to enforce appropriate policy, too).

Based on this analysis, I plan to defer / reject the tracker
issue.
