[Zope-CMF] CMF 1.3 and Plone?

I realize this may be a naive question, but it's intriguing me.

Why is there such a strong relationship between CMF and Plone? I 
must say that we're not using Plone in any of our current 
implementations, so I'm not that familiar with its inner workings. 
However, much of the advise I received early on indicated I should 
try and wrap new functionality around the standard functions. This 
prevents what in essence is a 'new branch' of CMF that I need to 
keep in sync.

Having said that.... I'm trying to understand why Plone is having 
issues? Also, if Plone and CMF are becoming so entwined that 
advancements in Plone force a change in direction to CMF.. Should 
Plone become the default distribution?

Those who are in the know can go ahead and flame me. I'm just 
trying to understand, and concerned that the baseline for CMF can 
be effected by 'add on' products.

I'd appreciate it if someone could elaborate so I can understand, 
and... feel comfortable.
