[Zope-CMF] Missing localTimeFormat property

Upgrading to the latest Plone CVS (on the latest CMF CVS) I get the
following error:

exceptions.AttributeError on localTimeFormat in '', at line 141, column
25

when I try to go to <my member area>/folder_contents

The problem goes away if I move back to the CVS from three days ago, and
lies in the toPortalTime script. I guess it's because there isn't a
localTimeFormat property in portal_properties.

Perhaps running install_plone again should create one, but if I try this
I get:

Error Type: TypeError
 Error Value: manage_addTypeInformation() takes at least 2 non-keyword
arguments (1 given)
 
Perhaps that means that Install.py is out of date wrt CMF?

Running the upgrade scrips says "fin" but doesn't add said property
either. Is there a convenient way to add it? The portal_properties tool
doesn't seem to allow arbitrary properties to be created.

I'd be most glad of any pointers.
