Look in 

yourportal/portal_workflow/your_workflow/states

For each state in there, you can make changes in the Permissions
tab.
e.g. for the "published" state, set the permissions so that
only your reviewers can delete or modify the item.
That's the basic idea. 


Also, there's nothing about CMF that requires you to 
put content in member folders.
Just give your content authors permission to View, 
Access contents information, and Add portal content
to the folder you want to use. You might also restrict
the allowed content types in the folder.
