Well, you only need to have one Reviewer and one Author role, you just need to 
grant those locally to the appropriate people at the appropriate places. Read up 
on Local Roles to find out how to do this.

Now, the problem which I haven't yet found a solution for is how to get a 
worklist of, say, all content in the Pending state for department X or, more 
usefully, all content that needs reviewing by reviewer X, who may have the 
Reviewer role in one department, more than one department or the whole site.

Does anyone have any ideas?
