Yes, but it neither enforces nor provides tools useful to these policies ;-)
If you want to use it for defautl values and controlled vocabs, you have to bend 
over backwards to make sure it gets used.

Why not just make the metadata_edit_form dynamic and based on the definitions in 
the metadata tool?
