[Zope-CMF] Changing the H level in STX

Believe it or not (I didn't), I think it's possible to change this via
an environment variable under Zope 2.6 (STX_DEFAULT_LEVEL) or a config
file option under Zope 2.7 (structured-text-header-level).  The default
is apparently 3, though?
