[Zope-CMF] Permalinks now configurable (also removed 'tal:on-error')

Hi All,

I just checked in the reworked and now configurable permalink feature.
There is now a 'enable_permalink' property in the site root which is
by default set to off.

Was it correct to check in the change into 'CMF-1_5-branch'? Or am I wrong?
