[Zope-CMF] Fixed CMF slowdown in debug mode on windows

Hi!

I have a rather simple fix for the slowdown in debug mode on windows, see
http://www.zope.org/Collectors/CMF/367
It would be nice to get that in for Plone 2.1.

Later the proposed solution in
     - "Windows DevelopmentMode penalty in CMFCore.DirectoryView",
       [Accepted] http://www.zope.org/Collectors/CMF/366
should be implemented.
