I think, not Zope but the browsers are to blame.

The "uri" spec dictates that empty urls (apart from the fragment part)
reference the current document.
Browsers, however, somehow seem to use the "base" tag to resolve such
urls (in some circumstances).

Look at the HTML source. When you see "#bluh" in the "href", then
Zope did the right thing but the browser got it wrong.
