Yes this is of course true. However we do not want prove anything, but to
give clues.
Conformance testing is very difficult, and needs lots of efforts.
Preparing guidelines how and against what to test and giving the provider of
a product a way to state "yes I did test according the guidelines" goes a
long way towards the same goal without costing much..
And since not only the product but also the tests are public everybody will
be careful not to pronounce an inadequate statement.
