Of course!  I've seen the zopera site and the design is excellent, as is that of plone.  Here's how I see things developing:

I'm keen on moving the process of generating the zope.org site along a
'slow but sure' path.  I've committed to producing a requirements
document by Valentine's day, and I've already got a great response from
a number of users to my short survey.  Of course, I'll be putting out
the requirements document for community feedback too.

The requirements will include a simple design brief based on the
feedback I've received from the community.  After that, I'll be looking
for people to take on the Functional, Informational, and Design aspects
of the site, and I'll be project managing it to make sure we are on
target to meeting the goals set out in the requirements.

I anticipate having a "main" skin in which we invest quite a lot of
usability energy, and get as much feedback as possible.  This will form
the focus of the Design stage for zope.org.  However, it is equally
important (in my view) that we have at least one alternative skin for
users to try out.  Therefore, there is harm in anyone going ahead and
developing skins right now.

The only caveat is that the detailed brief will only arise out of the
requirements definition, so it would be best to hold back on design
details for now to avoid wasting effort.
