That is a very good idea, I have often wondered why this doesn't exist
already.
As I can understan it, what you would need is a standard API, a platform
independant storage of some sort, and a user interface to manage the data.

The storage used by Zope, an object oriented database called ZODB, is indeed
a platform independant storage, so that might be useful for you if you want
to make a cross-platform solution.
