[ZWeb] Systems priorities

We need to organize our work a bit.  For starters, I think we need
to prioritize what needs to get done.

I suggest we use the tracker:

   http://www.zope.org/Collectors/ZopeOrg

In particular, I suggest that the systems group should be working
on issues marked "accepted" and "critical".  We, as a group should be
be deciding which issues are accepted and critical

There are four accepted critical issues currently.  I don't know
if these are the most imprtant things to work on.  If not, let's
get the right ones on that list (and the wrong ones off).
