[ZWeb] Wiki spammer problem needs to be addressed ;(

Ok - for now, I changed it so that only 'Manager', 'Owner' and 
'PowerMember' can edit wiki pages or add comments.

History only appears to work from the ZMI - the plone UI 
version barfs ;(
