[ZWeb] DublinCore Metadata

To display an objects DublinCore Metadata i have added an action 
"DublinCore" to portal_actions, which shows up in "object_tabs"
( you need "Manage portal" rights to get the action revealed ).

Please give me some feedback if you like the way information is 
presented and if we can change the actions permission to "View".

Btw: i have an RDF version of the metadata summary already in 
preparation and will come up with that asap.
