Don't set headers via the headers attribute.
(I should rename this attribute, '_headers'. :)

Use the setHeader method instead.  Or just:

  RESPONSE[Content-Type'] =  "text/csv"
  RESPONSE['Content-Disposition'] = "inline; \
  filename=salesdat.csv"
