this works on my box:

<dtml-call "manage_addProperty('myDate', ZopeTime(), 'date')">.

Maybe the problem is that you're passing a string instead of a date value. 
You can try using DateTime() to convert your date string to a date object. Eg.:

<dtml-call "manage_addProperty('myDate', _.DateTime('1999/12/03'), 'date')">
