[Zope] count- of-by-one?

count- (statistic-name) seems to be of-by-one.

[select_systems is a ZSQL Method]

This should return 41 [counting the rows displayed when a normal report is 
displayed]. It however returns 40.

BTW, is this the most efficient way to get the number of rows returned by a 
query?
