It would probably be easier to write your own User Folder.  Also, if you
want to send commands Zope, the best way to do it is use ZClient, which
is a python based HTTP RPC like mechanism  that lets you call Zope
methods and objects from remote machines over HTTP.  It allows you to
easily specify users and passwords.

look in lib/python/ZPublisher/Client.py
