[Zope] ZopeTime not accessible

I am sure that this is something simple, but I have spent almost an hour
trying to figure it out and am nowhere.

I have an expression in a DTML Document that uses ZopeTime. I use this
expression on another site without a problem.

Everytime I try to render the document I get a "You are not authorized to
access ZopeTime"  Message

I have full manager permissions on everything.

Any ideas - I am using Zope 1.10.3
