StructuredText expects list elements to be separate "paragraphs", where the
paragraph separator is an empty line.  Also, the indentation determines whether
the line before the list elements is treated as a header or as a paragraph.
Try::

 This is my document.
 
 - bullet1

 - Bullet2

which makes the preceding line a paragraph, or::

 Header Goes Here!
 
   - bullet1

   - Bullet2
