i actually did write -appConnTimeout 0 in the httpd.conf.

what about the options in fastcgi?  processes in FastCgiServer defaults to 1. 
-maxProcesses defaults to (50)  >-maxClassProcesses defaults to (10)

will increasing these numbers help stop connection refused error?

fastcgi is a like a black box to me, full of mystery, even after reading the
docs.
