How about:

 * He can have a workable prototype, using nothing more than DTMLDocuments
   and some easy DTML, in a day;

 * A robust solution would probably use something like the PTK^H^H^HContent
   Management Framework (CMF), and be done in less than a week.

You can finish the project while the Java/RDBMS jockeys are still arguing
about the relational schema :)
