With relative URL

<ul>
  <dtml-in expr="objectValues('Folder')" sort=sort_order>
    <li><a class="sidemenu" href="&dtml-id;"><dtml-var
title_or_id></a><br></li>
  </dtml-in>
</ul>

This will give you urls like
<li><a href="folder">Folder</a>
<li><a href="otherFolder">Other Folder</a>
