You don't have debhelper installed. Read
/tmp/zope-2.3.2/debian/control, particularly the Build-Depends:
line. You'll need those extra packages (possibly more, as packagers
don't necessarily keep their Build-Depends in sync) installed to build
the package.

Trim the CC: line if you reply, as I'm sure the rest of the Zope list
doesn't really need to know all this.
