Wouldn't this work?
  select * from models
    <dtml-sqlgroup where>
      <dtml-sqltest foo type=nb optional>
    <dtml-and>
      <dtml-sqltest bar type=nb optional>
    <dtml-and>
      name = (select name from users where
      uid = <dtml-sqlvar uid type=int )
    </dtml-sqlgroup>
