I mailed Svante separately, and he's actually fine.  I even sympathise with
his point.  However, as for the answer, it's not that simple.  I've had
problems with environment variables for NT services before, and I'll bet
that others are having problems too, so it is worth elaborating them here.
What has confused me here, and when I was trying to install DCOracle2
immediately after installing the Oracle client software, is that any changes
to the systems environment variables will not be inherited by services until
after the machine has been rebooted.  So, this time setting Z_REALM as an
environment variable had no effect, and when trying to run DCOracle2 it
could not find oci.dll because the oracle\bin folder wasn't on the path.
Open a command prompt and the variables are there, run a service and they
aren't.  One reboot later everything is fine.  Perhaps it should have been
obvious that the environment varianbles were inherited from the parents
environment, not picked up from the registy or somewhere, but I bet this
catches a lot of people out.
