It does seem that way.

You have
     AddModule mod_rewrite.c
     AddModule mod_proxy.c
     LoadModule rewrite_module /usr/lib/apache/1.3/mod_rewrite.so
     LoadModule proxy_module /usr/lib/apache/1.3/libproxy.so
in your config file I assume?

If that is the case, then I don't know why it doesn't work. You'll might 
  get better help on an apache-list, as this must be an apache config 
problem.
