You're just telling the browser what to request when an event occurs. 
DTML can be called server side, but in your case, this is just a plain
old client-side request that happens to be made by JavaScript.

In your case, the select would contain something like:

onChange="location.href='http://server/path/RoomBookingForm?value='+this.options[this.selectedIndex].value"

Or maybe you would incorporate the selected value into the URL in a
different way... however you do it, you're just constructing a URL for
the user to request that Zope will respond to.
