That seems to happen when building Zope from source.  I was able to
fix it by doing this:

  cp /usr/local/src/zope/Zope-2.7.2-0/lib/python/version.txt /usr/local/Zope-2.7.2/lib/python/

That is, copy the lib/python/version.txt file into the installed Zope
location.  Then restart Zope.
