Will much of the functionality from cmf being added to the core be implemented via utilities?

No, there is just one network service. But there are many utilities (in the context of a component architecture) that you can simply turn off by not loading the configuration files. Zope 3 registers new functionality using a configuration language called ZCML. You can decide which configuration files you want to load and which ones you do not.
